Where Am I?

I have possibly made a wrong turn somewhere. I was shopping and then I looked down at my phone and when I next looked up I was here.  I have no idea where I am and I am not getting any cell service to call an Uber.  Wonder if anyone lives here.

I thought I saw a girl all in black earlier, but she disappeared between some buildings and I haven't seen her since.
